Sarah Marie Levin / Founder & Principal
Sarah founded Secular Strategies in 2019 to help leaders champion secular policy in government.
Sarah’s track record of successful coalition building, strategic communication, and issue campaigns has uniquely positioned Secular Strategies as a bridge between secular and religious allies in the cause for religious freedom for all.
With a broad range of experience in government relations work at the federal, state, and local levels, she has served roles in both grassroots and grasstops advocacy, and has a knack for seeing the big picture. She prides herself on providing a high standard of professionalism and pragmatic, strategic advice to her clients.
Her background also includes volunteer and program management, public speaking, and fundraising—from five dollar donations at a conference booth to six-figure gifts from major donors.
In her personal capacity, Sarah proudly represented the secular community as a Co-Chair on the Democratic National Committee’s (DNC) Interfaith Council from 2019-2025 and currently serves as Council Secretary. She helped to pass a resolution at the DNC in 2019 that expressly welcomes religiously-unaffiliated voters into the party, recognizing their values and historic marginalization.
Previously, Sarah worked at the Secular Coalition for America (2013–2019).
Sarah completed a year of AmeriCorps service and graduated cum laude with a Bachelor’s degree in International Studies from American University, where she served on the leadership board of the Secular Student Alliance.
After spending a decade in Washington, DC and five years in Los Angeles, she now splits her time between her hometown of Philadelphia and Santa Fe, New Mexico.
Jennifer Sulcer / Legislative Assistant
Jennifer Sulcer is a policy strategist and government affairs professional with deep experience translating complexity into action.
Over the course of a 20-plus-year career spanning public service, consulting, and corporate leadership, she has advised on issues ranging from cybersecurity and enterprise risk to utility, energy, and environmental policy. She is known for strong analysis, clear writing, and a practical approach to high-stakes policy challenges.
Grassroots and Community Outreach Assistant
Emelyn was born in a low-income family in a small town in Colombia, where she developed a passion for social justice and an interest in the political structures that shape societies and create opportunities for people to make change.
She graduated from the University of St. Thomas’ Dougherty Family College and is currently completing her bachelor’s degree in International Studies with a concentration in Political Science and a minor in Justice and Peace Studies. Her interests center on human rights, community advocacy, and building systems that respect and serve people.
Emelyn has experience supporting democracy-focused campaigns and community outreach efforts with FairVote. As a bilingual Spanish speaker, she is passionate about connecting with diverse communities and making civic engagement more accessible. Emelyn also worked with AARP Foundation Experience Corps supporting youth literacy and promoting the importance of education for social change. In 2024, Emelyn founded Arte Sinú, a small business working to preserve cultural heritage while supporting indigenous artisan families in Colombia.
